Unable to place points into skills

Since this patch I cant put points into my skills. I leveled up to lvl 7, went to put a point into hindering shot. Place the point click ok and nothing, doesn't give me the skill.

Edit. Logged out and back in and still won't let me place my skill point.

    Rhoric isn't the only one having this problem.

    Does anybody have any advice on how to resolve this defect?

    Having the same issue on multiple characters and accounts. Sounds like something broke with the patch.

    Just tried again today, 14 hours later and it still not working.

    So I deleted the character which was a HR. Started a new char and was unable to recreate the bug. I got back to where I was on the other char but this time the points were able to be added on the new char.
