Last time I checked the reward map for Feywild, it's a random from from the Tower of Celadaine. I've been running it nightly, but have yet to receive one...
CORRECTION: What I referred to above is the BLINK DOG, the Portal Hound is from the $20 starter pack...

Aww man....gonna have to wait a while, though. At least til all the monthly expenses are paid. If I spend any more to get that, my wife is gonna kill me >.>

Short of someone writing it down somewhere, I don't think so. If there is a particular non-zen store companion you are wondering about I can probably give you the cooldown.
Assuming you want to know about the portal hound. Bite has a 1.5 second cooldown and Dimensional Jaws has a 5 second cooldown.
You will love the portal hound when you get it. It's a nice little tank. It's so nice that I actually upgraded it to epic (only companion I ever upgraded). It has the interrupt just like the Dire Wolf so it stops a ton of high damage attacks and it can take a beating like a galub. It does drop agro a lot but it gets it right back (I think the portal bite causes it). It really shines in the Celadine fight. I slap astral seal on Celadine and my portal hound has no problem tanking it while I kill the adds. I rarely get hit by Celadine at all during the fight. It can also solo any mob in New Sharandar (not solo dungeon bosses). I took him around and tested him one on one with all of the tougher mobs. Nothing could kill him and I was not healing him in any way. Of course, the fights took a long time, but he always won. If they added a epic portal hound to the Zen store I would probably buy one for all of my toons.

It was already answered in the thread but I will answer it again here.
It is a Green level companion with a max level of 20. If you upgrade it to Blue the max level will be 25 and if you upgrade it to Purple the max level is 30.

Yes, like the portal hound it teleports to the enemies with one of it's attacks. It is essentially the striker version of the portal hound.
