It appears that about half of CW powers doesn't procs armor penetration.
First, all tests were done today (12/10) in the preview shard with a CW geared with 2,238 armor penetration (-22.1%), without any mitigation feats or gear (as Terror, Plague Fire or High Vizier), only pure armor penetration.
Most of the powers were fixed on the last module 2 patch, this is update to what is the current state on preview-mimic (31/10/13):
What not procs Armor Penetration?
At-Wills: Magic Missle*, Storm Pillar, Scorching Burst.
Encounters: Conduit of Ice, Entangling Force, Ray of Enfeeblement, Fanning the Flame.
Daily: Ice Knife. *Magic Missle seem to be working well only for the first 2 hits and not for the combo-end hit.
What works well?
At-Wills: Chillin Cloud, Ray of Frost.
Encounters: Steal Time, Shield pulse, Repel, Chill Strike, Icy Ray, Shard of the Endless Avalanche, Icy Terrain, Sudden Storm.
Daily: Arcane Singularity, Oppressive Force, Ice Storm, Maelstrom of Chaos, Furious Immolation.
I don't know if the new Paragon path powers are even suppose to enjoy the armor pen stat (as they already don't crit).

At least you're not a cleric. I'm not sure that any of their skills are using armor pen in their damage calculations.

As alot of skill recently were fixed to be able to critical hit, which they were not correctly before. This could well be the same issue with Armor Penetration

Actually most does work with ArP, but not: Flamestrike (only usable DPS daily) Divine Glow (The RoE of the DC, but 10 times stronger and AoE) Divine Searing Light (normal Searing Light is fine) Daunting Light (Best DPS Encounter) Chains of Binding Light Prophecy of Doom Forgemaster's Flame DoT (initial damage is fine) Break the Spirit DoT (initial damage is fine) Brand of the Sun DoT (initial damage is fine)
And yeah, me and my guild has suspected this since my friend noticed the DC's lack of proper ArP benefits..
The common factor is that most are ranged groundtargeted AoE's or debuffs.. So if anyone wanna conduct tests on other classes, test those skills. I'm curious how many skills that ArP won't affect.
