Possible issue with DC's Divine Armor

I'm not sure if this is a bug or it is intended but does anyone know why "Divine Armor" Temp health given goes away when you leave combat. Is this a bug or intended Please help it's doing to much good in dungeon's right now :(

    Well - it is temporary health. Useful in combat, but what good is it doing you out of combat?
