If you're a conqueror, then you don't need best tanking set, you need best dps set, which is being Timeless Hero. Valiant Warrior is also a good start here.
About pure tanking - gg set is cool, Feywild set is also for heavy tanking.
There is a third way - to become team's walking augmentation with Knight Captain set.
And yes - 4piece set bonuses for GF are all so tasty you do want to get 'em!

Personally, I think Timless has a lot of stat inflation. I'd go with 2 set High General (Prob chest and boots/helm) and 2 set Timeless (Arms, and either helm/boots). Reason being, you can reach defense cap without socketting it, as long as you use either the Fomorian Fabaled weapon set, or the Ancient Castle weapon set (both give 450 def). Running 2 set High General gives you 450 armor pen which increases your base dmg effectiveness, (get up to 24% apen for bosses, and 18% for trash, note: you get 1% per point of dex past 10) and the 2 set of Timeless gives you 450 deflect, which bolsters your tankiness. However if you run full 4 set timeless you'll end up having to socket Defense, and Armor Pen, in order to come close to Def/Apen caps (Defense hardcap is 50%, get min 45% def for pve IMO.)
It's very possible to be a tank AND do good dmg, you just have to play your cards right, and gear intelligently. Personally I don't see any attraction to the "pure tank" setup, as the ONLY advantage it has, is being able to hide behind it's shield indefinitely. Which, some might see as being a good thing... but I prefer to smash face, and keep aggro via dmg rather than through spamming marks (although you should still mark targets in high dps parties) Basically the best thing you can do, is figure out what the caps are for the various ratings, and plan ahead, so you don't endup with 1000 extra of a stat you don't need, or that is of minimal use. e.g. Power... which is the weakest dps stat in the game... but soo many GF's stack it to the exclusion of armor pen and crit... and then wonder why someone with half their power, just smoked them in dmg. Mind you... I'm not saying it's bad, just saying don't get crazy... jsut because it makes your gearscore look sexy...

What about ancient jewelry what to use?
While just my opinion, I run with the following:
Ancient Excorcist's Necklace of Blessings - 154 Pow/Crit/ArP w/ Azure Crit Offense slot
Ancient Berserker's Ring of Cleaving - 154 Pow/ArP/Life Steal w/ Azure Crit Offense slot
Piercing Berserker Belt (blue) - 133 crit / 243 ArP w/ Dark or Azure enchants
Other good ones:
Ancient Necromancer's Ring of Undeath - 154 Crit/Recov/ArP w/ Silvery Deflect in Defense slots
Berserker Belt of Youth (blue) - 133 crit/arp & 110 Regen
I too prefer the High General's Armor over the Grand Regent as it has the most balanced set of skills to it. Timeless is fun, but it requires a lot of Azure Rank 8+'s slotted as defense to compensate for the lack of defense. High General is an upgrade to the Knight Captain, which I run during DD's as the +60% power buff makes it useful for weaker groups. If I am running with a strong group, I'll swap out to Timeless or High General's Armor. Each armor is case specific really. Timeless for PvP all the way though.
EDIT: Side note, you should really settle on an armor setup, whether it be 2x2 or full 4-piece and then review what you are lacking... Whether it be ArP, Crit or Defense/Deflect/HP. THEN determine which items to buy.

I'm a fan of the 2/2 High General and Knight Captain setup. The +850 arpen bonus is very nice and reduces the number of darks you need to slot, which I replace with power or crit. You do need to stack a pair of decent rank(7-8) deflection stones in your shield and armor though, since you don't get any deflection from the armor.
HG armor and reinforced HG gloves with the KC helm and greaves would probably be best if going for this 2/2.
As kolbe said though, pick your armor setup, then pick your accessories and enchants to fill in the gaps.
