It says "100% more resistant" which effectively just doubles your resistance rather than making you 100% immune. Otherwise the perfect 200% EBE wouldn't make any sense. Secondly I think its still bugged, I slotted one in my kiting GF gear and it doesn't seem to have any effect.

As far as I understand it, there is no chance in it, since the wording states---

You are X% more resistant to slows and immobilizes. Their duration is reduced.

And it only affects duration. Now...I can understand 50 and 100% less duration. But I can't understand 150% and 200% less duration. So a clarification from someone who has tested the greater or perfect version of this, would be helpful.

So, let's say the Perfect one, applies a x2 modifier to your control resistance...only on immobilizes and slows?

maybe 100% less means return from these affects 2x faster, and 200% probably 3x?

Only thing that makes sense would be:

    a) it adds a modifier to your resistance on certain control powers (immobilises and slows)
    b) also adds a hidden time reduction to them

    Quite a tricky tooltip.

50% more resistance reduces duration down to 66%. 100% resistance reduces it to 50%. 150% reduces it down to 40%. 200% reduces it down to 33%. Assuming it is working correctly.

Sounds legit. Let's get a list of immobilises and slows in PvP:

    1) Chains of Blazing light
    2) Icy Rays
    3) Chill stacks
    4) Knee Breaker (...)
    5) Speed Swindle (if it's considered a slow)
    Edit.6) Slam

Am I missing anything? The rest commonly used powers are stuns and prones. If the list is complete, I don't really think that a 1/3 reduction of the time (from a perfect version) is really worth it.

You forgot the key one: Entangling Force.

    Others:
    - Forgemaster's Flame
    - divine Break the Spirit
    - Icy Terrain
    - the slow part of Smoke Bomb
    - Deft Strike
    - Not so Fast
    - Roar

Also, afaik, the Perfect Elven Battle enhancement definitely does not work at the moment.

Many others have reported their Lesser, Normal and Greater ranks only worked for a while before then doing nothing (http://nw-forum.perfectworld.com/showthread.php?476521-Perfect-Elven-Battle-Armor-Enchantment-Tested-Does-nothing-Dev-please-confirm).

Others have had non-Perfect ranks always work for anything but Prones and Dazes.

personally i haven't used this enchant because people said it doesn't work on prones.
if it worked on prones I would for sure try it out and use.

I think it works half of the time, it slows down stun locks and a few spells, but that is it. I would guess my perfect elven enchantment works about half of the time. What happens is that I spend about half as much time stunned. This sometimes gives me enough time to counterattack against Control Wizards or put up my shield as a GF. I don't die instantly. It can give me a slight edge.

However, there are some instances where I find opponents have extended stun locks where it does not matter if you have 100% resistance-- 10 second stuns. There is some kind of exploit with stuns happening. Not sure how it is done.

I only use lesser EBE and want to upgrade it. Because it actually works for me even in entanglement of HR But It doesnt work on prones most of the time. Even the damage of some daily powers like of a CW is reduce when I started testing this one. But seeing your comment I may not upgrade it because it will be bugged if I do.

Really? I'm using perfects and haven't noticed a difference at all. HR roots don't have any reduced effect.
