bastion of health check - possible bug? Need checking

Was running my Dc today and was using BoH. Seemed like the recovery was taking a bit longer then expected, tooltip was saying it should take 13.7 seconds for recovery but when I timed it, it was taking just under 15 seconds.

Can anyone with a more accurate timer for in game check this out for me?
I'm willing to admit I've messed up my timing but I timed it a couple of times and each time it seemed to take at least, over a second longer then it should.

So waiting on some other DC feedback on this before I bug it or just call it my imagination.

    to me it says 13.3 seconds cooldown, also does.
    Checked on normal and divine, both the same, a lil more than 13 secs.
    Tired of running dungeons with exploiters and cheaters? /Channel_Join NW_Legit_Community to play the right way!

    Maybe you had a head injury? Long shot, I know, but I've missed that before.

    Thanks for the check.
    Figured it was on my end as I would have expected to see post on it already if it was bugged.

    Nope, on the head injury. Checked on that first when I thought it was recharging slow.

    Going to blame my slow recharge time on lag and human error.
