The other day I participated in a Skirmish: Retaking the Bridge 56-58
After being killed probably a dozen times (same as everyone else in the party), burning through half of a life stone charges, several dozen health potions (6,000pt) and several buff potions, the treasure for the final chest was... 61 silver pieces, and a minor green item worse than I already had equipped. ...and I got to leave the skirmish with "severe" injuries in every location except the chest.
Wow. Talk about a money sink. Not sure I'll be doing skirmishes again anytime soon.
Some skirmishes are great, others are a little imbalanced. Retake the Bridge is one that people have complained about since launch, it's a bit of a mess. Master of the Hunt and Aberrant Assault are the two max level ones, and they're reasonable and appropriate for a party of level 60 players.
The right to command is earned through duty, the privilege of rank is service.
The chest rewards are usually not worth it, unless you run during the Skirmish event for bonus AD. Even that is 1k AD, and yeah depending on the particular Skirmish you run, might not be worth it.
Other than that, I have run a few of them to get the unique "zone complete" titles that come with an area (requires zone quests, dungeon, and skirmish to be finished).
I agree when I open a skirmish chest and its gives me 16 silver and a bound id scroll I think is this a joke. And time wise running anything for the daily reward is also pointless excluding zerg moding some fast foundry.
All in all with the limitations on changing cosmetics, or changing skills and the very infrequent Dungeon Delves the game is setup to be very short lived as far as mass population because of its blaring lopsided and imbalanced design choices. The risk versus rewards are out of balance. Beyond 60 content is non-existent and running any dungeons outside of Delves is pointless unless you count 2 of them.
Some of the skirmishes are good, others suck. I can't stand Aberrant Assault, some people like it. I have found, Master of the Hunt to be not too bad. I also rather liked some of the one shot skirmishes with multiple levels like Straight to Helm. They are enjoyable. I prefer the event skirmishes. I found the Straight to Helm treasure to be pretty good as well as the Master of the Hunt skirmish. The event skirmishes always have better treasure.

I like running Skirmishes but I wouldn't run them outside the Skirmishes event. I usually find them easy enough... except that one with the Fire Giants on the bridge, that one's a pain. Many players have problems with Aberrant Assault for some reason. For a fast and easy Skirmish, do Master of the Hunt.

For the dailies, imo the best ones are Foundry, PvP and GG(all 3 three parts at once). Generally the Neverember Daily quests make at least one of these worth doing each day if you're only interested in the AD.
