... will HV still be the T2 gear set of choice after the nerf? Or will it be Shadow Weaver? (I'm assuming Magelord is permanently off the list.)

Hv still has better stats and 4piece bonus, unless they completely modify the set bonus like they did stalwart. One stack is roughly 7.5% dmg buff so 3 stacks is 22.5% (no staxking, so only 1 cw needs hv) and 9 stacks is 67.5% dmg boost for the entire party(if change allows cw to stack and only fixes shards/oppressive). Only newbs think hv nerf will change the 3cw aoe meta.
If you want any kind of credibility, post references to said nerf.
I'd expect a fix to the broken debuff stacking with OF/SotEA, which is neither a nerf nor enough to change High Vizier's status as the go-to set for group play.
You will want to keep 2 sets on you depending on group makeup. 1 wizard should have HV the rest SW. Unless the HV has trouble maintaining 3 stacks.
So would you say that if the CW views his/her primary role as add control, as opposed to boss fights, then Shadow Weaver is a better set than High Vizier?
One CW can't keep 3 stacks of HV up permanently in an AoE situation without greatly gimping damage output. The only way to keep 3 stacks up permanently in an AoE situation is to constantly cast steal time and then teleport before the blast goes off. Thus you end up with a 3-4 sec cooldown on steal time. Repeat this indefinitely to maintain 3 stacks on a decent sized group of enemies.
However, you will eventually run out of stamina with which to teleport and your damage output will be greatly diminished. Obviously in boss situations no CW should have an issue maintaining 3 stacks of HV at all times.
Sadly, I think this change will result in people spamming singularity a lot more than they have been. This wouldn't really be an issue except that singularity makes it nearly impossible to land a shard on mobs or sudden storm or any number of other abilities I'm sure.
I'm still not sure we're going to see the HV fix when the shards go live in about 20 minutes as the latest patch notes make no mention of it. It is in the preview patch notes, but, the live patch notes say nothing about the changes to HV.
It is a smart move on their part to implement these changes as the shards are merged or shortly thereafter. This will help to mitigate the damage caused by unhappy players leaving the game. It seems as if they may have to delay the HV fix until Thursday or later if the most recent patch notes are complete. We'll know soon!

I don't think 3 CW can apply 3 stacks on the same targets for a total of 9 stacks... the dev's post says "It now only stacks up to 3 instances of the buff."...
I would gladly go back to shadow weaver if they removed the ridiculous internal cooldown on it (it was put in as a bandaid to the infinite stacking of shadow weaver and they have conveniently forgotten to remove it when shadow weaver stacking was fixed to 3x max).

All of the CW sets are viable. Archmage T1. with the right encounters and opp build it becomes a daily spamming machine. perma black hole was never gone. but now perma opp force is king. fatebender. decent dps t1 set once u know what encounters it works with. GG t2 set.. great for dps boost on mastery slot and even though its not truly 30% decrease in DC still shaves a couple seconds off most encounters.. effectively boosting dps from that slot around 40% if my math is correct.. HW still good even with fix. SW. broken from what I hear doesn't stack correctly with itself, dunno if that's been fixed. havnt tested magelord but just finished gathering it. We will finally get to see some diversity.. besides that CW is the LEAST gear dependent class.. right rotation of encounters and a good player can out dps poorly selected encounters and a poor player no problem.
I think both HV and SW work just fine. Just think about your build and preferred gameplay! The broken HV stacking will be gone soon, so get over it. You can still wear it if that's what you want and it'll be fine. Personally, because of my build, I like Shadow Weaver more and I have no trouble in dungeons and people are usually happy with my gameplay.
