Is the 'Hero of the North' pack WORTH the 199.99? Could anyone who has purchased this pack give me any insight?

All I can do is to break down the items on an item-by-item basis. The short answer, though, is that unless you really love the game, and can see yourself playing for a long time to come, then hold off or consider getting one of the $60 packs instead:
The unique T3 mount is worth, at least when compared to the other non-standard T3 mounts, between 3500 and 4000 Zen (so $35-$40)
The purple-quality companion is account wide. To buy one for a single character can cost 3000-3500 Zen, (so $30-$35).
The 12-slot bag goes for 600 Zen, (so $6).
1 Respec token normally costs 300 Zen ($3).
The delzoun weapon & enchant is a bit more nebulous in its value - it's not a "perfect" weapon by any measure, but it does give any character you get to 60 a pretty big jump in ability.
All in all, it's a pretty good selection of items and features, but again, the decision hinges on whether dropping $200 now is worth it TO YOU.

In addition to the details that bioshike provided, I suggest you also take into consideration how many alts you feel you are likely to make. The more alts you will make, the more value the pack will have for you, as the majority of the contents are account wide, given to each character you make. However, the majority of the content of $60 packs is also account wide, so that may be a better choice for you.
The one thing the $200 pack had, at least in it's original form, that no other pack has, is priority access to the server should a queue for entry ever exist, allowing you to bypass the lineup. However, except for a very brief time after the game went into open beta, there has not been a queue to enter the game that I am aware of, so this unique feature may never have any actual value.

In addition to what knightfalz mentioned, I forgot to factor in the ADs that the $200 pack gives you. With a conversion rate of about 350 AD per 1 Zen, that amounts to about $57 more if converted to Zen.
Since no race is sold in the Zen or AD stores, I can't pin down a value for the Menzo Renegade Drow, but there's also that.
The other components of the $200 pack may or may not be of much value to you, as well. For instance, if you already have a character with a high level in leadership, the adventurer's helper pack of potions, altars, and ID scrolls may not be of very much use to you. The firework item or item that produces useless junk are of debatable value. The Greycloak's legacy item can be very useful in helping a fledgling character to get started, but if you're looking at things in the longer term, then it may also be superfluous...
If you are very much enjoying Neverwinter, perhaps consider the Knight of the Feywild pack instead. It grants a T3 mount and companion to all your characters. almost everything mentioned, like the bag, mount, grey weapon, founders enchant... is account wide too and you start with 5 slots for toons, so if you like to play multiple toons, the value goes up.
The weapon you get to start will help you burn through content up to lvl 20, whch when you start to find better weapons. Also, all the items can be replaced, so you can slot the founders enchant in 'temporary gear' and when you vend it, you can go to the special vendor and replace it.
The lvl 60 weapon i have found to be very nice and is comparable to weapons i have seen drop in Temple of the Spider or other t2 dungeons.
If you like the spider mount, that is a reason as well. you need to decide on what you value. if you do not have alt-itis, this is not so much worth it, compared to hero of fey pack for 60 chickens.
Worth it is subjective (no pixels on a screen in a game are "worth" anything, really -- you can sell some items (against the TOS) but if you honor your agreement they have no value).
Break it down even more than was already done...
- only stat pets (rocks, and cat) are awesome. The others are 99% for fun or of minor use at lower levels. However, you get free pets easily enough (events, and basic freebie at low levels, etc) so even if you want a fighting pet instead of a stat pet, they are not worth *buying*. So any pets in any packages that are not stat-pets are a questionable investment.
- a fast mount for all your characters is of great value if you plan to have many characters. If you only have one or 2 characters, it is probably overpriced in any package. Actually, since you can get account wide pets as a purchase, they are almost always going to be a waste in any package.
-bags are handy but you can live with what you can get for free easily. The "value" is a fraction of what is charged.
- diamonds in these packages have some value, usually 500k or so, which is usually worth $10 to $20 depending on the market and how many diamonds exactly, etc.
- cosmetic items are worthless.
- consumable items are worthless.
So, basically, you could get "most" of the "practical" benefits of a package with well under $100 in real money spent to buy a mount, a bag, and a few diamonds. If, however, cosmetics (fancy looking mounts, pets, garb, title, etc) mean something to you, the "value" of the package goes up for *you*. If you just want the functionality, you can do it for much, much less.

You do not need word, you can probably safely assume there will be a pack with every content release as those packs sell and make money hand over fist. Sit in PE one day and count the unicorn & spider mounts and every time you see one, add $$ to a total and you will quickly see WHY I say there will be a pack for every release..
The menzo drow is worse than the free drow. The $200 packs only value was the spider mount and being able to play a drow 3 months early. Ie purely rp reasons. Now that every one can roll a drow(which has better racial abilities) you are paying $200 for the spider mount and 2mil ad, ie 10 cn runs worth of ad.
I actually preffered the menzo drow racial over the regular drow racial as neither racial stack with their same race.
Meaning I can take a menzo drow and a normal drow, throw them into the same group and their racials WILL stack. Two regular drow will not stack. Menzo racial - 6% increased damage taken - 6% less damage done. 12% total in that debuff. The regular drow's racial is a total of 10%.
That said - the founder's pack is only worth it if you
1. Play their other games (the little add ons from other games is where they inflate the value from so much).
2. Plan on being in the game for a very long time and have a lot of alts you plan on using.
I've enjoyed the HoTN pack - but it is purely a 'looks' thing overall. Zen store mounts and the mounts from the other pack are account wide.
Level 30 'epic' pets are worthless for the most part unless they're the ioun stones - they stand in the red stuff and die entirely too fast to be worth anything.
The panther pet which is currently a unique pet/pet skin while it can get a bit over 22k hp and is decent dps (when it isn't standing in the red <font color="orange">HAMSTER</font> - refer to above about combat pets that are level 30) isn't necessarily going to remain 'unique' as the only panther out there. I have seen skins for a 'fey panther' leaked elsewhere that is basically the founder's panther with blue <font color="orange">HAMSTER</font> added to it.
The spider mount - other than that it is already 110% speed is no longer a 'unique' mount skin as they added the gilded spider to the wondrous bazzar, so if you want a cosmetic spider the gilded one may just be the way to go.

Oh ok so since spider is no longer unique you are paying $200 for 2mil ad, gotcha. Its cool that the racials stack but 10% more damage taken >6% more damage taken. Given the choice you would always take the free drow first all else being equal. The -6% damage dealt is as meaningless as the 1% stamina regen on moon elves (vs the 1% ap gain on the free sun elf option). Its simply worse no matter what the values add up to.
it depends on if the items are going to be of value to you. personally, i chose to get the guardian pack because i wanted to support the game as it was free to play and i am still supporting the game when i can. this is an MMO and a lot of the items that come in these packs are helpful in leveling and afterwards. get to level 20 and try riding a 50% speed increase mount. the epic mounts are a 110% speed increase. definitely helpful, although not entirely necessary. again, it really all depends on whether or not you would find the package deal of value. as you can see, there are some people who do not and are entirely adamant against anyone else giving cryptic their money... but that's something else entirely.
I agree Melodywhr - it just feels like they eroded how 'special' the pack was for the HoTN. I still enjoy it, but I would not sit advising everyone not to get it because of that.
To me, the packs would be worth a lot more if they fixed companions and didnt continue releasing things close to the stuff in those original packs for those that are after a unique feel. I bought both packs because I wanted all the cosmetic stuff - I have 12 character slots so the weapon that's between T1 and T2 is worth a lot to me - it jumps me into T2s faster and gives me a 'free' weapon enchant to go with it so that I have something to go in my weapon slot. While I watch other people trying to get weapon enchants/get enough coals to get the weapon enchants done.... I can just return to the vendor, grab my founder's enchant and pop it into the weapon. While I'm sure the 30% chance to do 12% weapon damage isnt huge it's still better than an empty slot.
Also inthefade - two free drow debuffs do not stack, a menzo drow and a free drow's debuffs WILL stack. So really, taking both in party if you're having /that/ much issues with it is what you'd want to do. Though why you need that so much that you're not taking the more geared player or more skilled player is beyond me.

Short answer is no. Long answer is maybe. If I had a ton of money to blow (I do not at the moment), I'd pick it up. Only for the spider and the account-wide companion. If they made it a Zen purchase, I'd pick it up with AD changed into Zen. So unless I win the lottery or they put in the shop... its not worth it to me.
My opinion is obviously biased in this as I ONLY want that mount and the account-wide companion. All the other stuff would just be extras to offset the huge cost. I will say though, that if that pack didn't have the spider mount... I wouldn't even consider buying it.
The thing is that its really up to you. How much you want the items in the pack. And how much disposable income you have. Nothing in the pack is required to play the game, so its value is something we can't decide for you.

The gold spider mount is smaller, and doesn't look as neat. I know that's my opinion at least. Also the costs...
1,250,000 AD to buy it. Then 2,064,000 to upgrade it to the same speed as the pack's spider. Currently that total comes to nearly 9500 Zen. Or $95 dollars worth of AD. That you would pay for every character you want to ride it. That kind of math almost makes the pack look like a good deal. LOL.
