I would likely quit the game and question the devs intelligence.
The 100% entire purpose of costume/fashion items is that they DON'T have stats. So you can choose to look however you like, while maintaining all of your stats.
The moment they add stats to them, they ruin the entirely purpose of the system. People would be forced to use the one with stats and forever feel inferior if they want to look unique.
And i know of another mmo that did this, it has change from quite a fun game to quite a pile of HAMSTER, due in a large part to devs without brains who would do such a thing.

This. Don't want to wind up needing to transmute costume gear onto costume gear.

Costume appearances exist so that people can take appearance out of item specializations.
The point is to make players build a character the way they want to because they want to play a character a certain way rather than making decisions based on whether they like or dislike a certain appearance.
So no, costume sets are and should remain cosmetic only.

What I would like to see are some fashion items that more closely resemble "dress uniforms" or formal/ceremonial event armor. This would allow a more "combat ready" look while not restricting players to a specific piece of actual gear...
Another option would be to sell sets of no-cost transmutation items, (for regular gear) with specific themes.
