Hi, I'm a GF, lvl 60. I used this build:
http://guidescroll.com/2013/05/neverwinter-guardian-fighter-hybrid-tank-pve-build/
My armor +1/3 of my stats:
2/3 of my stats:
3/3 of my stats:
+ 0.4% run speed bonus.
I crit. A lot. Biggest crit was 27k-28k. But my most crits are like 70, 200, 1.5k, 3k, 5k, 7k... an 11k or more is extremely rare (usually when I'm in a dungeon and I'm getting buffs from the rest).
What can I do? Excepting getting a new armor, I already know that. =| Thanks in advantage.

make sure you have level 3 combat superiority and level 5 feat for that, and temple of the fallen
now,as far is pvp is going armor penetration is good, but pve-wise i find that more power and more crit chance offers more damage(i might be wrong ofc)
In pvp try using the knigh challenge, lunging strike ,bullrush combo
in pve,try having more cc and aoe abilities like frontline surge, enforced threat or griffons strike (i find the second better to keep my timeless stacks up) and lunging strike. Also make sure to have terrifying strike in dailies,it offers great damage and cc at the same time (i have crited up to 22k with this ,multiply for x10 foes)
1. Use a higher rank Vorpal enchantment (the increased Critical Severity will not show on your character sheet).
2. Raise your Armor Penetration stat and/or DEX to match the target's mitigation, i.e. maximum of 24% Resistance Ignored total against bosses in PvE. Technically, since the lowest DEX a GF can have is 14 at level 60, you only need a maximum of 1,969 Armor Penetration (20% Resistance Ignored) in PvE. See this thread for your own DEX value: http://nw-forum.perfectworld.com/showthread.php?358391-Con-(GWF)-and-Dex-(GF)-are-now-addative-to-Armor-Penetration
3. Raise your Power stat, especially on yourself due to the Reckless Attacker Conqueror feat.
4. Get an augment-class pet, i.e. Ioun Stone of Allure or the Cat or the Ioun Stone of Might (need to upgrade this to Rare), so you can displace your non-Power stats to your pet and have maximum Power on yourself in PvE.
5. Use a consumable, i.e. food or potion, that raises your Critical Severity or Power or Resistance Ignored.
6. Get a good group. Make them stack Weapon Enchants (Plaguefire, Terror, etc) and sets for group playstyle (CW High Vizier, CW Shadowweaver, GF Valiant Warrior, GF Knight Captain, GF High General) and use debuffing abilities (CW Ray of Enfeeblement, feated Conduit of Ice, GF feated Control Powers, Shieldbash, Mark, GWF Student of the Sword, TR Wicked Reminder, etc). This will make a huge difference.
All classes and races have 75% crit severity except for Orcs who have 80%.
How on earth do you have only 50% crit severity?
Still have the bug with my 775 regen giving my 0% HP regen in the stats, but working fine in content. Eh...minor bug I guess.
50% is actually his deflection severity.
if you look further upwards, you will see that his crit severity is 75%
