No aggro from kobolds for Midsummer (not sure if a bug or intended)

I've been seeing this at the Midsummer event quite often. In some patches, you can get just close enough to nab the flowers and never aggro the kobolds. You can be just a couple feet away and normally, they should aggro, but they don't. It's not every patch, of course, just a few select ones.

I'm not sure if this is intended, an exploit, or a bug, but thought I'd post it here anyhow.

    You can go around the area in back with the Wyrmpriest -- repeatedly. I have only generated agro two or three times there. Since my low level toons all get fragged by the Kobolds, I am sure it's intended as a way for low level toons to get their flowers.

    Its intended, was in patch notes. Some people are lovers not fighters.
