Simple question. Before I invest, are these working as intended. They hit through soul forged, Impossible to catch and through any dodge/blink mechanic. They can proc multiple hits at once. Being the most expensive enchantment I can tell they are good but want to make sure they won't be nerfed.

They've been vastly overpowered compared to every other enchantment, including weapon enchantments (even though they can go in every offense slot), ever since their release and haven't been nerfed yet.
So I kinda doubt it. I held out for months, and when they still weren't nerfed, decided to deck my toon out with em. Definitely a good investment.
The difference here being that Stalwart Bulwark drops in dungeons, where Tene's dropped only in lockboxes.
Now that people aren't actively buying keys to acquire Tene's, as they no longer drop in the new boxes, I can see a nerf being a possibility, but I still highly doubt it.
to be honest, there is no way to guarantee that anything in this game won't be changed and the company reserves that right in their TOS. but this is standard speak as terms of service goes. even if you could buy tenebrous enchants directly from the zen store, they could still be changed. if that is too big of a risk, then better to be safe than sorry.
Since they are linked to (out of date) lockboxes, I highly doubt they will be nerfed further or removed, unfortunately.
And, yes, multiple Greater Tenebrous are truly terrifying, especially on GWFs and TRs. On GWF's the synergy with their highest HP, Regeneration stat, Unstoppable temp HP, 4pc bonuses that grant HP, Lifedrinker enchant etc., is insane! Almost to the point that a GWF cannot claim to be max geared without them...
On TR's, Greater Tenebrous turns the poor or even terribad Path of Blade aoe, into a truly vicious PvP skill and makes TR the best 1v1 class!
Ordinary Tenebrous are not that good though, even multiple ones. I have decimated many opponents with those enchants. Better to use a standard ArP PvP setup than those, I suspect.
As for "working as intended", this is wording consistently used by maintenance devs at Cryptic to change anything (often the most controversial, out-of-the-blue nerfs) and make it seem as if they know what they are doing as well as fool some players, especially new ones. There is NOTHING "working as intended" as far as Cryptic is concerned, so no point worrying about such things or, better yet, do not spend real money in this particular game if such things concern you...
I also highly doubt that tenebrous enchants will be nerfed. It's one of those items people purchase Zen for. So these people would be pretty pissed. Also the Nightmare lock boxes no longer drop, which will lead to the enchantment being unavailable to get at some point in the future. Actually there already has been a nerf to them according to Wiki. The mechanic of these right now is "Procs 100% while not on cooldown, cooldown 10 seconds"... it was even only 5 seconds before the nerf.
Getting worked by the few that use them in pvp. I can hold my own against most but the dang things hit through all my mitigation encounters. I don't know if they have a counter.

If the intent is for them to be brokenly powerful. Yes, they are working.

one hint: Stalwart Bulwark
