Devs(or someone who knows) please confirm how fey enchantment works

It says it has a1% chance after killing a foe to spawn a will o the wisp to find an enchantment for you.
My problem is I have spent a few hours killing, and I have not seen a wisp appear, and there is no way to know if its just artistic licensing, or if it lets another enchantment drop.
Because without seeing a wisp, how do we know its working, as RNG would never tell you if you just had an enchant drop normally or of the enchantment had dropped it.
So any who have it, or a dev, please confirm if you are actually meant to see a wisp appear if its procced.
If it isn't meant to, then there is no way ever of knowing its working.
