Single target boss fight: EoTS or Chilling Presence?

Do chill stacks work on bosses? I've noticed that they seem to be dropping chill stacks. In this case, is it better to use Eye of the Storm over Chilling Presence?

    Yeah, chill stacks are definitely dropping off so EotS > Chilling Presence for the time being.

    While the chill stacks may not show on the boss, the damage increase is actually there. My guess is it is a graphical error.
