Summer Festival - Transmutable weapon?

So from the petal store I saw you could get items 'intended for transmuting' right,

And my question is, is this item an actual weapon or an item purely to transmute because when I went to transmute it said it would cost me around 51k astral diamonds and then I tried equipping it and it was equipped like an actual weapon.

p.s I was told that when you have an actual item to transmute it shouldnt cost you any ad

    Someone lied to you; I'm pretty sure you've always had to pay AD to transmute, even for items that are specifically intended to be used for transmuting.

    That said, it's an actual weapon, but an extremely weak one -- hence it's good for transmuting your actual weapon to look like it.
