Does leveling festival profession to 20 unlock the profession slot(s) permanently?

  Nope, from my understanding, it wont even go to 20. Im told it caps out at level 3.

  This is correct, the max level for the festival profession, is 3

  As far as I can tell it only goes up to level three.
