Penny missing for turn in of The Lurking in Blacklake

I completed The Lurking in Blacklake but when I went to turn in the quest penny is missing. I can see the gold ? on the mini map and the sparkly trail but she is missing. I leveled while in the skirmish so I am now past the level cap so I am unsure if this is part of the problem.

    Same problem. Complited skirmish yesterday, and can't find Penny.

    Yeah, she is gone. Ran a new drow through there and couldn't find her to get the quest. I thought at first maybe they scrapped the quest. But that seems odd since they just moved her to the front and gave her a skirmish symbol over her head when they had the orc call to arms.

    A GM suggested I try switching instances but that had no affect. I keep going back every few day to see if she reappeares.
