Deflect/Regen works with any Armor with Tank Stats Deflect/Defense/Regeneration
Knight Cap is a DPS build that can have any armor put in those 4 slots.

Since beta, I have been collecting sets. At first and while playing mostly solo, Stalwart Bulwark seemed the best, then I used Valiant Warrior. After joining a guild, I learned to appreciate being a true GF and using Valiant Warrior that boosted up the party instead of my own (in addition to using Knight Valor, Enforced Threat and Into the Fray as my 3 powers)
I got 3 full sets before the "nightmare thursday" and still had enough BoE loot for sale to get my 4th which I think is the best; the Knight Captain set.
Here they are:
Stalwart Bulwark (before they nerf'd it, it was probably the best, now it is HAMSTER)
Valiant Warrior (not bad, good with dps builds)
High General (pretty good for the party... 10% crit sev. apparently is a big boost to party buddies who have dps and healing builds)
Knight Captain (the best at boosting your party buddies...since my powers all reload under 10s)
Timeless hero probably is for boosting yourself but too expensive to ever try to get it anymore... That would have been my 5th set.

Went back to my Knight Captain set for DD's, but will probably finish my timeless simply for grinding/PvP.

I also have most sets complete on my GF and from what I have tested the T1 sets are way superior to their T2 counterparts. I especially tested "Valiant Warrior", the 4 piece set bonus is active almost 100% of the time and gives you 450 armor and debuffs your enemy with a "+10% damage received" debuff (monsters do not have armor, but only a fix DR rating, so this will get you and your party +10% damage increase on all monsters at all times). Timeless Hero only gives +1250 crit rating, which depending on your items may add +10% crit chance. This is only a 7.5% dps increase (100% crit means you deal 175% of your normal damage) and will depend on you keeping the bonus active by timing your encounters.
Playstyle dependant 7.5% dps increase VS permanent +10% dps increase for the whole party AND extra armor?
VALIANT WARRIOR > TIMELESS
When comparing Knight Captain and High General its pretty easy to see that the +60% power and +25% armor buff for the whole party is much more viable than a set bonus relying on crit (GF is the class with the least crit chance, as there is no ability score that increases crit chance and you get the least crit ratings on set equipment)
KNIGHT CAPTAIN > HIGH GENERAL
After the nerf the Stalwart Bulwark Set is really unusable and is the only T1 set that is inferior to its T2 counterpart, eventhough thats hard to say as both sets suck pretty hard. Never use them, really.
GREEN ITEMS > GRAND REGENT > STALWART BULWARK
The PvP sets are both inferior compared to BLUE Items or random PURPLES. The PVP Tier 1 set offers stats that are alright for an set that is so easy to get, but the 4 piece set bonus has no impact at all in PvE. "Increases your Guard Meter by +10%" WILL NOT increase how many attacks you can block from Bosses or AoE mobs. Neither will it interact with "Reckless Attacker: You gain a power bonus equal to your guard meter". The Gauntlegrym PVP T2 has the same useless 4 set piece bonus while offering even less power and offering a running speed bonus of 10% which is a joke, since GF is based on gap closing abilities, as all other classes have more movement speed possibilities paired with escape moves on SHIFT. I would even rather recommend the T1 set as its much easier to get than the GG one and many may still have it somewhere in the bank.
BLUE ITEMS > PVP T1 = PVP T2
So overall my advise would be to go with Knight Captain (T1), Valiant Warrior (T1) or to be not wearing 4/4 of a set at all. There are some good PURPLE BoE dungeon miniboss drops and some decent BLUE BoE random drops.
Concerning T2 a combination of 2 piece Knight Captain and 2 piece High General for +400, +450 = +850 armor penetration is acceptable. Also you could wear Timeless Hero if you already have it, its on par with Valiant Warrior.
If you dont have a set yet (or you only have Stalwart Bullcrap which is equal to having no set) my advise would be to get one of the T1 sets as they are way easier to get and perform better than their T2 counterparts. Before running T1 dungeons you could either get the PvP T1 set or buy blue lvl 60 equipment from the auction house, since Sharandar patch that is really cheap.

Timeless Hero is the top personal DPS set atm.
While I agree the set bonus effect from valiant is very slightly superior.. The fact timeless has higher stats trumps that. (the +1 ac greatly beats the 450 def if you already high def, and you get a decent amount more power)
Especially with the new watermelon buff. +10% power is pretty awesome (and timeless gives the most power).. I now sit at 10k power with it going in my timeless set + pve accessories (same as my pvp ones just with rank7 power instead of GT)
And I have no real base amount of crit, so I get the full benefit of the set bonus (you'd get diminished returns if you stacked crit)
I also occasionally use the +7.5% crit severity alchemy pots, so that ups the set bonuses benefit too.
When you're in a tough 5man dungeon with a strong group, the best set to use by far is the Knights Captain. I been using it lots in malabog - even tho when I use timeless I actually lead the damage count in most grps, still better to use knight, especially on the boss fights given how hard some of the stuff hits.

I still think Valiant combines the strengths of Timeless and Knight Captain quite well, at least for PvE. When switching from Valiant to Timeless you gain about 2% extra damage through the higher power stats and 2-5% crit chance through the set bonus. However you lose the 10% extra damage that applies not only to you but to your whole party.
When switchting from Valiant to Knight Captain you will lose a lot of offensive stats. The 4 set bonus really makes up for that, but it applies to your party only, it will not increase your own power. So your own DPS will decrease. It really depends on the group set up whether or not the KC buff (increases damage of 4 party members) or the VW debuff (increases damage of 5 party members) is superior. I would guess that for parties with more GWF/GF the Knight Captain bonus should be better, whereas for parties with more TR/CW the Valiant Warrior bonus should be better (Requirement: GF/GWF have high base power)
In 3/4 of the pick up groups i ran with I would totally recommend using VW over KC, especially if you need to go for DPS yourself. If you have a good guild dungeon delving party with some high skill and high power GWF's or maybe TR's then go with KC. Both are really good sets tbh and if you have a party with 2 GF's you can even get the luxury of getting both bonuses at a time
personally i will stick with timeless because of the deflect and recovery it offers me.yes valiant is better teamwise but you actually must have 7s enchants to give some good bonus and it's not so good in any other case rather than dungeon runs
