Chilling Cloud bugged + Evocation and AoE feats STILL not fixed.

I posted this on my Spec thread, but I wanted to create a separate thread for two reasons. First I dont want to derail my Spec thread with this issue. Second, I am hoping it gets the attention of some Designer.

This is based on my recent testing on Mimic, of course after the most recent Patch. I am unable to perform the same test on the Live server for lack of unlimited AD.

So the following is copied from my other thread:

So I went on Mimic to test Wizard's Wrath, Focused Wizardry, and Evocation. Let me first say that this was mainly a TOOLTIP test. So I didnt actually use every Power to see if these feats and Evocation actually add damage or not. But from the ones I tested, and particularly Chilling Cloud, it seems that whatever the tooltip damage says, is actually the damage you do. With regards to Chilling Cloud itself, the tooltip damage that is correct is the one that shows AFTER you slot the power, not the tooltip that shows in the POWER Window.

So, I regret to inform you that the only Powers that Evocation/Wizard's Wrath/Focused Wizardry affect are: Chill Strike (on Tab), Ice Storm, and Steal Time. THAT'S IT! (I didnt test shield because it doesn't display its damage on the tooltip, but I am assuming that it is affected. Otherwise that would be really crappy)

If someone wants to do a more in-depth testing (pfft2 *cough*), then please go right ahead. I would love nothing more than for this to just be a Tooltip bug.

Chilling Cloud is DEFINITELY bugged, and they should be ashamed of themselves to actually include it in their Patch note as if it has changed. In the Power Window (the one you drag your powers from) it clearly shows that it benefits when I added the feats, and then again when I added Evocation. However when I slotted it, the damage reverted to its original state, loosing the 6%+9%+15%. So I actually tested it with One feat at a time, and then with Evocation, and on the dummies, the damage was exactly the same. The first 2 hits are withing the Tooltip range. The third hit hits the main target for almost double, but then the Secondary Targets get hit for the damage that's within the Tootip.

So I am reporting this as a bug, and I urge others to test it and see if they get the same effect. If so, please report it. Also report the fact that the CW class if being screwed with as always with these AoE feats that they can NEVER get right.

You should also take note that chill no longer stacks on bosses, which is kind of a big deal. Also a real downer for those of us using chilling presence.

Yes, I hope this bug is fixed with the utmost urgency. As it is now the build I spent the free respec on is hampered by abilities not working as described. This wouldn't be so big of an issue if I was able to spend a measly amount of in-game gold to respec. At $3 a piece though, this can really add up.

Some sort of acknowledgement of the issue would also be great. So we at least know it is being looked into. Thank you very much!

I'll pitch in my 2 zen.

All of this is from testing against Mimic target dummies. All Encounter powers that function as an AoE in both a regular and the Mastery slot appear to be affected equally in regards to Evocation, Wizard's Wrath, and Focused Wizardry.

    Powers affected by Evocation:
    • Third strike of Chilling Cloud (primary target taking double damage, assuming that is intended)
    • Chill Strike on Mastery Slot only
    • Shield Pulse
    • Icy Terrain
    • Repel on Mastery Slot only
    • Steal Time
    • Both Shard Slam and Shardplosion of Shard of the Endless Avalanche
    • Ice Storm
    • Oppressive Force
Powers affected by Wizard's Wrath and Focused Wizardry:
    • All powers listed above
    • Conduit of Ice
    • Sudden Storm
    • Arcane Singularity
Storm Pillar's initial strike and Maelstrom of Chaos can both hit multiple targets but are not affected by either. I have no clue if that is intended.

I also recall reading in some prior patch notes that Conduit of Ice was going to only be calculated as a DoT and not be affected by any AoE-buffing feats or powers. I may be recalling that incorrectly.

Regarding tooltips: Outside of Chilling Cloud showing the damage range for only the first two strikes, here is a list of powers I see on Mimic not updating to reflect their increased damage from Evocation, Wizard's Wrath, and Focused Wizardry:
    • Conduit of Ice
    • Icy Terrain
    • Sudden Storm
    • Shard of the Endless Avalanche
    • Arcane Singularity
    • Oppressive Force
