Yup there are more blue item drops now, today I got 3 from one foundry quest and 2 from the new zone. Keep them for salvaging rare mats. Now we can do that explains why the sudden increase in the rate.

The rate of blue drops has definitely increased across the entire game. Unfortunately, there is still no reason to open the foundry reward chest except to complete the quest:( Nothing but greens inside the chest. I have no idea why I keep expecting something different each time I open the dang thing.
Also, the selling price of blues has dropped quite a bit on the AH. Supply and demand I guess. That may change as the purples begin to slowly disappear but as of now (for me), it’s best to sell the blues for gold.

This puzzled me too. If they're giving out blues as random loot drops like free candy, why not at least throw a blue in the Foundry reward chest?

The reward chest is the same reward chest in every quest (read: Cryptic-deveoped official quests). They want there to only be green items. Blue items are "treasure loot" and randomized. The reason there are more blue-quality drops in Foundry quests is to act as an incentive to get more people playing Foundry quests more often.
This was discussed a few months ago where Robobo mentioned this specifically: "higher frequency of more valuable loot drops in Foundry quests" to help make-up for the cut-back in XP earned (part of the fix for massive exploits).

As someone who plays Foundrys almost exclusively, I can confidently say it most certainly is new.
Funnily enough, the drop rate for blues on the preview shard was reduced shortly before the patch went live. There are so many blues dropping right now, I think the live shards may have the pre-nerfed drop table and I wouldn't be surprised to see this toned down in a future patch.

Huh? I leveled a TR to 60 exclusively via Foundry. I reached 60 without ever getting a blue drop.

before the patch I found 3 or 4 blue drops in around 200 foundry quest runs. (mostly Bill's & Agent 34)
Since the patch, I've found 23 blues in 16 quests.
Seems a clear difference to me, no way they let it stay at that rate.
note; seems only lvl 60s getting the blue drops.
