Anybody have a thought on whether it is possible to move the installation to another PC by simply moving the folder.
Trying to avoid re-downloading the game client.
That should work - at least it does with other Cryptic games.

This does work, I have done it. Works perfectly fine, just move the "Cryptic Studios" folder and run the launcher. I put it in the same folder that is was installed on the other machine ie "Program Files" but it should work either way.

I want to share the game with my friend. If I give him my piggs folder, can he avoid downloading all the patches that I did?
Yes, I did this recently for a friend of mine. She used the old beta client (that I still had) to install the game, then I copied my piggs folder to her computer and she didn't have to download any patches.
It's actually a good idea to use the old installer if you can find it, because it doesn't include ARC. If you download the latest client, then you'll be getting ARC with it.
