Well. I WAS going to post there, but I thought if I post here, sneakily, I'll "get lucky" and almost certainly get at least 5-6 epic solutions in the next few minutes.
I had the same problem, so I submitted a ticket, uninstalled the game, tried reinstalling the game through the crappy Arc program, and it keeps saying download interrupted. I am about ready to give up on perfect world if this keeps up...
update: I uninstalled the arc program and reinstalled it. still the downloader will not download neverwinter. it looks like the neverwinter servers are not doing so great today. too bad, my malabog castle key was ready and I wanted to run MC.
This is not a windows "bug" but a "feature" (not sarcastic here). Translation: windows protects you by preventing more than one pieces of software from opening a file on the disk for writing (many can open to read, but only one at a time with write access (UNDER SOME CONDITIONS BUT NOT ALWAYS). When the files are locked this way and a second piece of software tries to write, you see the message. It is a protection because if 2 programs are writing at the same time, one can destroy the work of the other due to stale copies of the data.... its complicated but all you need to know is it protects you.
The problem is that some software (again, not windows) can lock the file and fail to unlock it, pretty much for good. The only way I know to fix it from there is to reboot the machine (you may even have to reboot into safe mode!!) and delete the offending file directly, then replace it. If it is a critical irreplaceable file, back it up to a thumb drive first (still may need safe mode).
There are a couple of questionable freeware programs that claim they can unlock the files. I dunno if I trust them. Most of them were um, designed to um, unlock locked interweb cache files so you can er, copy movies and such from your cache etc.
at the moment i am downloading an older version of the game from a different website since the arc downloader is not working either.

I got back in but I had to completely reinstall everything. But now I'm in, I really can't be bothered to play. The Nightmare exploit after Feywild went live was the beginning of the end and the Dev's reply and comments about that situation, after spending a fooking fortune on the game, killed it for me. I'm going back to LotRO.
