Stalwart Bulwark power bonus doesn't work

Power bonus from 4 parts of Stalwart Bulwark set doesn't work. I don't have buff icon under my avatar and power doesn't increase when I fighting with mobs. When I was playing before today's update all was well. So I think it has connection with today's update. :(

    Sorry but you're one of the many affected by the destruction of the stalwart set.

    This is now how the set works:

    Stalwart Bulwark: This set bonus has been reworked. The new effect is as follows:
    When you are blocking, strikes against you generate stacks of Stalwart Bulwark. Your next power deals 20 bonus damage for each stack of Stalwart Bulwark on you. You may have up to 10 stacks.

    this has ruined the set completely and now you need to re-gear. this is going to cost me a lot of AD and no reimbursement whatsoever
