tried starting the game in "save mode"? (under the options in the launcher)
it got me in a bugging launcher to game transfer going again. (that was a few months ago.. but if it helps, after that I only needed to reset the video to some better settings again)
Play for fun, Work to get rich, These two are not compatible!

Fatal Error: SerializeReadOpen: invalid signature on file ./Localdata/bin/Texopts.Bin
As you can see, I am also having this issue. I have tried:
- Run as Admin (unsuccessful)
- Closing any and all anti virus/internet protection (unsuccessful)
- Launcher in safe mode (unsuccessful)
- Run computer cleaning i.e. registry fix, disc clean etc etc (unsuccessful)
I do hope this is a simple fix as I don't wish to reinstall Neverwinter.

Fixed: For me anyway.
Rename that 'bin' folder to 'bin (backup)', and then start the game. It will bypass those two files and create new ones. Has worked for me first shot. Hopefully it works for others!

This worked for me. Although I did have to change the extension on "dynbouncer.bin" to "dynbouncer.bin (backup)" for it to work for me
I don't seem to have a bin folder or dynbouncer under C:\Program Files (x86)\Cryptic Studios\Neverwinter anywhere
