Extended faq says:
So you plan on merging the shards into one game world soon after launch. Do you know exactly when?
We don’t have a target date set right now; we want to allow our infrastructure and operations team an open schedule to support launch. We’ll definitely announce and give the community significant warning.
I am wondering when "soon" is. Hopefully before the Feywild launch.

each instance of PE has a maximum number of players, so the rubberbanding will stay the same, it will just be on nearly every instance so that you can't just switch instances easily =P

In other words: It will be ready when it's ready.
Our 3 shards can barely hold the current population without incessant rubberbanding, stutters, disconnection of party players entering and exiting zones, some minor graphical issues, and so on.
It would be nice to get at least an estimate. My other friends started on a different server than what I told them(silly people) so I have been playing new characters on their server, but I have a level 60 and I cant play with them yet.

True that on the PE lag. We have go as far as to change instances as a group to avoid lag-fest. And yes Prot-enclave is the worse.
betraying my MMO background, it lags nearly as bad or worse than Dalaran during the WoW Lich King expansion.

I haven't had the issues with lag that some people comment (and yes, Dalaran was bad), but I would think that's solved by instancing. After all, it's already been stated that all the shards are on the same server cluster, so they're all taking the same resources anyways.
I am stuck on a different shard than my multi-game guild. I have a lowbie in the guild, but I'd like my main to be with them, as well. Without character moves or a date for shard merge, it's hard to say if I'll ever have my character in the guild. Please merge the shards soon, or offer character transfers. I'm willing to pay!

Right on...I'd pay too, can we please see some progress in this, I have several toons i'd like to use on multiple shards...designed them on your comments that the shards would indeed be merged...or is this like the promise that we could train companions and trade them to other toons? Oh wait, y'all mistakenly put that in there huh?...my bad, a little smart-elic remark never hurt anyone, just a little annoyed at that change.
The devs said that it was always their intention to merge all servers into one big one, and that it is definitely going to happen, they just didn't give an ETA =/
I too would like to see it happen. PE lag has nothing to do with server load, only instance load, as you can switch instances and be totally fine. They just need to reduce amount of players in each instance by a little bit.

Does this mean that they want to do this as soon as they can but there are technical issues, or that there are non-technical reasons?
Depends if they change the algorithm for determining the total number of instances. I shouldn't think so though.
I'm sure this is one of many things they are trying to figure out before they actually do the merge.
