Low level quests?

Can it really be true that it is impossible to access and complete quests you have outleveled?

    like how many levels out? my lvl 37 DC is in blackdagger ruins and still getting good exp :P

    I don't know how many. It all started with a quest item in my inventory used in a quest I did not have and could not get. I researched a bit and found out there were other quests in the area I had never completed, and the NPC would not interact with me.
    The quest was Dirty Deeds and the item was something like Blacklake deeds.

    Specific information would be useful with a question like this. Generally the only content you out level are skirmishes and dungeons which cannot be queued after you are past the qualifying level.

    this is what I know, too.
    @OP hmm...maybe quests via quest items are gated?

    I'm not sure about overleveled, but i do know you cant see quests 2-3 levels below area quests..i skiped all pe content and still have crown quest at knox on lvl 60s.. not sure if i would get the chain afterwards.. i could try and let you know.

    It's more likely you missed a prerequisite quest somewhere along the line that is preventing you from accessing that quest, I don't believe any of the singly player storyline quests can be out-leveled.

    The quests are there but the NPC will not have the glowing question mark over their head. A good example of this is the free bag quest in the graveyard. My TR was almost 50 when he finished that quest.
