I don't understand the feat description:

Increase the amount of bonus damage Strength gives you by 2/4/6%

I have 24 Strength, that gives me 14% bonus damage.
Now do I get 20% bonus damage total, or is it 6% of the 14% bonus damage??

+6% total sounds too much, it's like another 6 points in Strength (obv w/o Stamina Regen and DoT Resist).

6% of 14% makes it 14.84% which is like nothing (6/100 * 14/100 = 84/10000 = 0.84%).

From what i've been coming across it seems like 6% of 14%, so very weak.

    Testing suggests the latter.

    6% of 14% giving .84%

While that does sound poor, it is decent.
You need to consider a few things.
    1. 3 points.
    2. how damage in calculated. weapon damage, x str, xskill coeff, x power, x crit, x combat advantage, xrandom buffs.
    3. Str damage bonus is all the time, multiplying into every damage buff, and all skills, at will, daily and encounter.

9% for at wills, when target is not targeting you. sounds great. when you don't have aggro. but you will have aggro from time to time. Even in a dungeon, when killing adds on a boss. Or, exactly how much of your total damage is encounters or dailys? granted most of us use lurkers, which doesnt deal damage itself, but some use the fan of blades, or shocking execution.
Or dazing strike/lashing, which are probably part of your rotation. My sly flourish will hit for about 500 now, a dazing strike is like 1500, a lashing blade 2000.
Lets say I get 10 sly, 2 dazing and 1 lashing per rotation. (im not 100% sure on the timing of this, so adjust as needed if you want.)
    500x10=5000, 1500x2 for 3000, and 1 2000 lashing. 10000 total, 50% is sly, 30% is dazing, 20% is lashing. or 50% at will and 50% encounter.
So that 9% is down to 4.5% damage increase, since its only effecting half my damage. while the disc is still .84%

Consider any other feats you might have. +15% to next encounter after stealth, +20% to dazing strike/blitz in stealth. etc. Or conversely any + at wills you might have to compare.

What you criticize about Scoundrel Training is exactly what I was thinking. :D 9% sounds better, but only At-Wills and only not being targeted. Your example makes sense. And as I focused only on strength it just feels more reasonable to stick with Disciple of Strength. But less than 1% is really not a big deal then...

Testing with a large sample size on a target dummy has been done by kittenkawa (results are posted in this forum). That testing actually showed DoS gives a flat 2% damage bonus per point. The strength tooltip is incorrectly not showing this increase as it should.

The previous "testing" showing 0.84% increase was done theoretically and only using the in game damage tooltips without any actual target dummy/damage calculations done and has been shown to be incorrect.

Yes, the tooltip *should* read something like "for the purpose of damage calculations, your strength counts as 2/4/6 points higher", as that is what it's meant to do. The 2%/4%/6% is extremely confusing in this context, because the literal application is completely off here.
There are numerous offenders like this in the tooltips across all classes atm...

So whats the verdict? A flat 6% dmg bonus seems alot better than a situational 9% bonus for you at-wills.

Am I reading it wrong or is DoS the better choice by far?
