This is my first time using the Foundry, I've figured it out for the most part but am having trouble with one aspect. In the quest the player refuses to sell something to the NPC and the NPC attacks the player. I'm unsure how to make the NPC become hostile after finishing the dialogue. Any help?
NPCs can't be hostile as they have absolutely no combat capabilities whatsoever. What you want to do is to hide the NPC and reveal an enemy encounter in the same spot with the same costume at the moment when you want combat to begin.

Okay, I know how to do most of that stuff, but one follow up question: Is there an easy/quick way to create an encounter with the same costume? It's a Human NPC and I can't even find a human listed in the encounters, let alone figure out how to change the costumes.

Any customized costume you have made inside a campaign will be saved. It will be listed under "customized (insert starting tablet here, ie. Customized Human).
And yes, the way to do this is to place an NPC set to disappear when the dialogue is complete, then place an encounter set to appear when the dialogue is complete, with the exact same skin.
If you want, you can even set the NPC to re-appear after the battle, and give him the "dead body" contact.
This I can help you with, I had trouble with changing encounter costumes for a while.
Simply change the "Mode" to "Detail" mode instead of the "Layout" mode. This is done by simply looking at the top left hand corner of your map. It'll say "Layout", and "Detail". Once you've selected "Detail" mode, you're able to change the costumes on encounters.
Once in detail mode, click on "said" encounter, and you'll be able to customize the costume. The costume can even be your created costume. Hope this helps you out a little bit.

All you have to do is select an individual enemy and pick the same costume you used for the NPC from the menu (make sure you're not selecting the encounter itself. You need to click the specific enemy). It's actually very straightforward.

I feel stupid having another follow-up question about something that's apparently straightforward, but last one I swear. I've found the blue fire encounters and they are all made up of multiple enemies. I place them and go into Detail mode and select individual units, but the ability to delete the units are Greyed out. How would one go about using only one unit from the encounter?

I have watched most of the video tutorials but it's hard to isolate bits to answer specific questions.
You can't delete enemies from an encounter. Try to find an encounter that has as few enemies as possible. If you can't find single enemies, make up some excuse for why the enemy isn't alone. Place additional NPCs before the battle to make it as seamless as possible too. It's probably for the best, as individual human enemies aren't usually very tough. Having said that, I'm pretty sure there's a lone human enemy in there somewhere as I use it for my latest quest.

Technically, you don't "have" to delete the encounters with multiple enemies. You could simply make an area on your map, maybe just a room somewhere FAR away, and simply place the "Extra" character you wish not to have in battle there. That way, you're able to select the monsters you desire, without worrying about the others. I say make a room "Far" away, because it would have to be quite a ways way so the encounter would stop, once the single unit you've used is dead.
In my personal opinion, I would as "Tilt" said, simply use a single target encounter. Though, sometimes it just can't be helped if you're looking to fight certain types of monsters.
Btw, if you simply go into your encounters, and search for "Human" encounters, all you would have to do is simply look for the icon, or encounter, that has one image of a humanoid in it. Those usually are your "One Man" encounters.
