Some people argue that the cat has slightly better base stats, and that its ability to wear a belt is better than the stone's ability to wear an icon. On the other hand, some people argue that the cat's tiny chance of falling off a ledge and dying makes the stone better. But we're talking about an infinitesimal difference in the grand scheme of things.
Personally, I prefer the stone just because of the aesthetics; YMMV. The stone is significantly cheaper too, but that could change at any time if the AD/Zen exchange rate adjusts. Right now, 2,000 Zen for the stone works out to about 700,000 Astral Diamonds. The cat costs more than 900,000 Astral Diamonds (don't remember offhand the exact price -- 950k? Something like that).
EDIT: The cat costs 980k AD according to the Neverwinter Wiki, so about 280k more than the stone by today's exchange rate, or roughly 800 more Zen.
I own the cat. The Ioun is better because the Icon offers more stats than a blue belt. An epic belt is wasted on a cat since it has +HP which doesn't transfer to you.

An epic Icon might have more stat points than a blue belt, but there's a wider selection of desirable stats available on the blue belt.
That said, I think it's a stretch to argue that any of the cat's advantages are terribly significant, and it's a huge stretch to argue that they're worth a +40% price premium. As of this moment, and based on the price difference, the stone appears to be a no-brainer.
Makes no difference. There is a large variety of cleric icons to make the stone versatile and viable, including a purple one with armor pen & life steal (dropping from pirate fyi).
I have the cat for the look on my CW, and the stone because it's cheap on my DC. I'd suggest you don't take the cat, unless you really want the cat itself. The stone look silly but it does the job and it's cheaper.
