Pirates Skyhold - to much wasted space ?

Anyone know why there are no quests into and beyond skull fortress. At least one third of the entire area has no quests in it at all. Not even a quest into skull fortress to do anything in there. Seems like a lot of wasted space not to have any quests there. I have been all over the entire area and the last quest was to talk to shaben shortcloak and that was it. Nothing else I can find. Did I miss something or did they just waste their time in making all the extra area for nothing.

    I thought I did but I can't find anyone left to get a quest from. Maybe I just have to go kill a bunch of things and see if something drops.

    You should have these quests from Shaben:
    1. Breaking the Blackscales
    2. Beneath Skull Fortress
    3. The Dead City

    If you can't get them, try asking in zone if someone will share them with you in a group to let you progress.

    Then you move to Norver the Cook and Shil Yargo.

    There are 27 quests in Pirates Skyhold, 28 if you include the party quest "The Pirate King"

    Check back at the first campfire... there's a girl there that gives a quest that is required to continue, and if you're much above the required level the quest marker won't be over her head.

    There are also 2 quests initiated by drops from mobs, but I don't believe either of these are required to continue.

    Did you guys level yourselves out of the zone during double xp weekend? If so, your quest givers will still be there, just not "lit up" and obvious to you.
