Hello, so I wanna ask about the 3 things in the title, since undoing your choices is "expensive" if I understood correctly, hopefully I'm not being unnecessarily long in the thread:
1st, Powers:
1) As you reach max level, will everything be unlocked to the max? Or not?
2) If (1) is wrong, then how much points do you hypothetically need to max everything out? I'm assuming it's not class-dependent.
3) It seems as if the gain of points isn't 1-per-level, then what is the pattern of gaining points?
4) I'm thinking of getting a minimum of one level of each power to test them all out, would that be a bad idea? Or will there be many points that will make such a choice safe?
2nd, Feats:
5, 6, & 7) Asking the same questions on Powers.
& 3rd, Ability Scores:
8) By max level you would get +2 at everything and +6 that you can distribute around, correct?

You only have a limited number of powers and feat points so you can't max everything. One point at least in every Power isn't a bad idea, but to save yourself having to pay for a respec at 60, it is a good idea for your first character to follow one of the guides in the class forums.
At max level you will get +2 to all attributes (from the +1 to everything at level 30 and 60) and 8 additional points to distribute around (with a max of +4 in a single attribute) from the 2 extra stat points you get at 10, 20, 40 and 50.

you should, even while still lvling, check out the 'Master list of Class builds' on the forums, there are some excellent guides here, even though some are alittle out of date most give good explanations of how each power or feat works and why you should choose it, max it, or just put 1 point in it.
I first rolled a TR way back in open beta,and it was not untill i got to lvl 45 that i realised i had not spent my points wisly, i had at the time just put points in what i thought at the time was a obvious choice, However i eventualy checked out some guides and soon realised some of the feats and powers i had chose and was using, were OK for lvling, but at 60 they would be of no use.
So i deleted the character, lol, it was easier to me to lvl up fresh , instead of spending the AD and zen to respec, so i lvl'd up a new character and all the way following one of the guides, which was the best move i could of done at the time, i even found lvling up was easier.
The guide gave me a great insight into how each power and feat worked and how some work even better together.
Since then i have now lvl'd up a further 3 charters to lvl 60 all folowing guides, some not exsactly the same, but most using the guides as good guidlines.
There are some realy excellent guides on the forums and some people have put alot of time into them all based on exstensive research and trial and error.
Btw what class have you rolled ? maybe i can offer some idea of the best guides at the moment for your class,
i have at moment 2 x 12k + gs CW's ( with slightly different builds ) a 13k GS cleric, and a 12k GS rogue, but at moment a good build for a Rogue could be hard to work out with the upcoming nerfs and changes, which could change again before the proposed patch goes live.
On the Neverwinter forums, one the best CW guides IMO as got to be the one by Copticone, even if so a little out of date his real in depth guide to every feat and power, makes it very easy to ajust to recent CW changes, also Runicfi's guide is very good too
i am currently running Runicfi's feat build on both my CW's, but 1 is built for crit and dps, and the other is full out on action point regen

You get 61 points total. Whatever class you are.

You get 20 Heroic points ( 23 if you are human) and 31 paragon points. Also follow a guide to know what to choose.
