Was the heroic feat "Focused Wizardry" improved?

The description of the heroic feat "Focused Wizardry" used to be:
Your area effect powers deal 3/6/9% more damage when they only strike a single target.

Now it's:
Your area effect powers deal 3/6/9% more damage.

Does that mean it has been improved?
