well actually game mechanics are against as well.
differant races get differant racial bonuses
besides you already have the ability to change races
roll an alt

Did you know that your Neverwinter character is not a real, biological entity whose existence is defined by genetics? But rather is just a digital entry in a database? And that database entries can be edited? To change the data they contain? Without having to go all Dr. Frankenstein to do it?
Now that you know all that, you must realize that the game mechanics are not actually against it.

You would have to reroll your stats.
Re apply earned stat points.
Reapply Power Points Feat points etc.
They could not create code to do that by comparison based on previous game play.
Differant mechanics differant racial bonuses would force some alteration in game play
and choices you make as you level up.
What a race change is asking for is nothing more then I rolled an easy to level character
now I want the one I really wanted but did not have the courage to roll the first time.
It is asking to recieve the benifits of both with doing the work of one.

Im not one of those RP folks but I am against it..
You have 2 character slots when starting the game, if having a char as a certain race was that important to you wouldve either kept that slot open or it wouldn't be a problem playing through with a 'new' race that you crave so much..
I really don't see the point of race change at lvl 60 & in defence of the RP folks it does go against your chars creation..
Elven Mage is suddenly a Dragonborn just for coolness sake isn't right..only way around this would be a nice hefty zen tag on it..
I am a rp person and every other RP person I know is PRO race change, religion/origin change, and even class change tokens (and any other change you probably don't want to think of) being a Role-player is all about customizability and immersion,
and right now there are a bunch of wood elves claiming to to be moon elves sun elves and drow in their bios. tieflings that are supposed to be dragonborn, humans and half elves that are davas/changelings ect... as well as trickster rogues claiming to be bards/rangers/monks CWs claiming to be warlocks, sorcerers, and sword-mages(sans the swords) clerics and fighters claiming to be warlords and palidins
so frankly a race/class change token would be less immersion breaking than one would imagine as long as people had good justifications for any major appearance change they made which is good rp right there.
I imagine the RP people who are opposed are the types of rpers who also shun, Drow, tieflings, halflings, people who wear fashion outfits they don't like, anything who did something odd with their name or sliders, and any race/class that doesn't play its stereotype.
Though I DO expect a nice hefty zen or AD tag on it. Possibly even a sliding scale charge based on char level.
