Possible to tank well without Enforced Threat?

Enforced threat is a good skill, but has anyone had any luck tanking well without it?

And if so do you have any advice on what to do if you are tanking without it

    What reason to not use one of your best AoE damage and also helping your tank job? anyway, you can still gather the mobs with threatening rush, moving more and a lifedrinker enchant will increase your threat too.

    Had Enforced Threat permanently on my bar till about level 50, but found I was using it less and less so am now trying other skills in that slot. The problem I have with it is the painfully slow animation time - in fast chaotic fights this can mean that the mobs you wanted to hit with it have moved somewhere else by the time it triggers. Also in some boss fights found that it sometimes pulled more aggro than I could handle (thanks to adds). Frontline Surge seems more reliable/precise due to its fast animation plus it has a nice cc effect (eg lets you blast mobs away from your healer).
