Serious questions about the Queue system in Neverwinter

I have a few questions regarding the Dungeon and Skirmish Queues in this game:

1. From my experiences playing my 60 GF, CW, GWF, and TR, I find that I can always get onto a team on my GF, but have lengthy waits on all the others. This leads me to believe that the Queue tries to create teams with a balanced selection of classes.

2. Working off my assumption from #1 above, what other criteria is the Queue using in order to create teams?

3. I've experienced multiple instances where the Queue will "pop", but it immediately indicates that 2 people either didn't respond, or declined the request to join the instance - why would the queue even move ahead if people declined, instead of simply grabbing the next 2 people of the appropriate class(es)?

In short, I simply don't understand why it takes so long to grab, say, the 1st DC and GF in the queue, then 3 of any other character class. I can only surmise that it holds up placing a team until it has some "magic combination" of characters for a given instance, takes them out of the queue, then brings up the prompt to place them - which means that if you get the popup and either decline it or don't respond in time, it places you back at the bottom, instead of back at the top where you were...

Anybody have any insight on this matter? Could it be that there are too many different dungeons, so people are spread too thin? Could it be that it places too much weight on 1 class over another?

I believe they (cryptic) is either throttling some classes entry into events such as dungeons, skirmishes and dominations or there are so many of those classes playing that the wait is truly that long to get in, that is of course assuming that they have a queue balancing system in place, which I doubt

My belief, which I have been tracking, is that the que attempts to fill a DC a GF and "whatever" else, at least on Dungeons.

This is normal for any game.

Tanks and healers never have a wait for PvE, whether it is in a queue or not, DPS (everyone else) always does.

EQ, EQ2, WoW, AoC, VG, Rift, WAR, DDO, LotRO. These games have all had the same issues. Most of them have found a way to either deal with the issue or at least minimize it, but it seems Cryptic is immune to learning from history.
