One of the problems with such a request is that it will then have to be pushed to 11K, then 12K, and continue to rise. Because that would mean people aren't PvP'ing until they're heavily geared but still don't know how PvP is different than PvE.
I think I understand why you're saying this, because it can be very frustrating to be on the PvP PUG with new level 60's with low end gear and then have the team get stomped. But the solution to that is PvP in a group with friends, not to place additional restrictions on who can and can't PvP. Some people have suggested PvP tiers based on GS, which is an interesting idea that could be great if well-implemented.
The right to command is earned through duty, the privilege of rank is service.
I rather like PVP and don't mind dying. Dying is a lesson. There is so much power gaming going on that it is funny. By putting in gear limits it makes the game a bit ridiculous. I also like those Astral Diamonds. Feeling that you are losing in a game is a bit silly. Staying in the game is what teaches people to win in the end.
Because people are trying to use tricks, the amount of gear does not determine the tricks, exploits, or hacks which people use. I have made it a kind of game to watch the different ways people can exploit the system. It is obvious that people enjoy finding ways to give them an edge. They also spend money to get that edge. Maybe they buy lots of potions, or put extra money into gear or riding animals. This is lucrative for the people making the game. There is a fine edge between exploits and genuinely better gear, playing skill, and strategy.
Maybe, there should be a small glory bonus for not leaving a PVP. This would encourage players to stay through a fight.
With less than 10K or around there GS. You just make alot of ppl wast a ton of effort.

Why don't you ask Cryptic to implement a GS-Based-Queue-System? I guess that's not a fair question considering it is more likely that every player below 10k GS listens to you and just stops pvping before Cryptic does anything.
Well.. Yesterday I had a GWF in my lvl 60 pvp PUG group with a GS of 6.8k. Yeah. Guess how that person did and guess what the outcome of such poor gear resulted in.

Actually surprisingly yes, that GWF did decently. It was like that person had a decent gear score of 9k. The player was actually quite good regardless of the gear score. s/he made several kills, but that person was also kind of squishy so s/he died a lot as well.

I'd rather they have to take a quiz so they can prove they have a basic understanding of what they need to do. Gearscore is irrelevant if you think Domination is all about kills. Had a rogue with like 28 kills, and another with 13 or so, on my team whining when we lost. More capture less kills, thanks.

With a B.A.C. of 0.06 or higher. You just make a lot of ppl read your inebriated rantings.
