The way I see it, Plague for support, Vorp for DPS. If you role is primarily support, you help your party members kill faster when you use plague. If you are task to do DPS (or your build is geared towards pure DPS), vorpal will be more useful.
Party dps when minimum ledging: Plaguefire.
Party dps when no one else has GPF: GPF.
Solo aoe dps: Lightning (hope you're pro at moving and high defensive stats because you'll aggro the world with higher ranks and only higher ranks worth it over Plaguefire).
Solo boss dps: Vorpal.
On balance, assuming anyone else in the party has GPF for bosses (the only "dps" that matters in the end), Vorpal better in general.
GPF still a close choice overall because of unlimited/higher target count on CW. So, if anyone should have GPF in a party, there's a good argument it should be the CW, especially in random pugs.
In PvP the clear answer for me is Perfect Vorpal. Plaguefire tops at Greater and burst matters way more in PvP than general dps increase.
In PvE I have an Ancient Court with GPF and with Perfect Vorpal and I am working on putting a Perfect Lightning together and have run with a Greater lightning. From my experience so far for it appears the Lightning is the most dps. I typically have all the add aggro so lightning really hasn't made anything worse/better for me in pugs. In guild runs I typically stick with the vorpal, though, because guild GWF and GFs actually take add aggro off me but they can't if I use Lightning.

since storm spell is doubly effective with plaguefire. All depends on you stats i suppose and debuffs/buffs etc.
and also the featured satirical comedic adventure "A Call for Heroes".
That's because it does not. At best, it procs off the casts (just like any other attack) but certainly not the ticks.
