I've heard it said that clerics use more healing potions than any other class.

I agree with this, it's mainly because of righteousness. It used to be a 50% healing reduction, but now it's at 40%. I think it's an attempt at trying to balance the class in PvP, but they could simply apply that buff to clerics as they enter into a PvP match rather than having it on full time.

if its for PvP its as bad as can be cause clerics are by far regarded as the weakest class in PvP

Back when clerics could heal themselves properly; other players, mostly Rogues, screamed and cried like 2 year olds that it wasn't "fair" that healers could heal themselves and were saving 'too much' gold by not using as many potions as 'real' players.
It used to be I easily used more potions on my Cleric than any of my other classes in endgame. But I continue to play my CW quite aggressively, despite the major patch that changed healer threat so CW's and GF's pick up far more easily from them than before. So, I think those two are much closer for me than they used to be.
That said, most CW's don't play like that. So I do suspect that overall Clerics use the most potions since they still get a ton of aggro (not threat) and now have to cope with AShield downtime.
In addition, there are fights like Frozen Heart where kiting strategies work best. Given the lower population of endgame GFs, in most random groups that means the Cleric is doing the kiting. Self-healing from potions can be either necessary in these fights or desired due to the healing aggro they create since we have nothing that can compare to a potion for large self burst healing.
I use the least amount on my cleric. On my TR I eat em like candy. Quit standing in the red and find a tank that doesn't suck.
clerics don't have a lot of choice when it comes to standing in the red or not, to heal they have to stand still and many of cleric's encounters and dailies are time delayed and require a cleric to stand still for a duration just for them to go off and execute... break up the execution and they fizzle out while taking your built up power along with them

rogues cry about everything if they aren't so OP'ed that they are able to kill 3 times as many players and creatures as everyone else while being in perma stealth mode ... need help from a rogue, don't count on it no matter how favorable the odds with them helping out are
I actually don't use that many on my cleric, just turned lvl 32 - perhaps I've not hit the lvl where it kicks in? I also don't pvp, os perhaps that has something to do with it?

I generally do not use potions except for very specific areas and dungeons. If you queue dungeons a lot you will be burning though potions as fast as a low level GWF without a cleric companion, though truth be told this applies to most other classes as well. If someone refuses to use potions in your dungeon group and instead tries to rely solely on your healing, then feel free to let him die. If he's a decent chap you can explain to him that in this game clerics are there to help keep him alive, but it's not our responsibility to heal him back to full (unless you have divinity to spare) or to replace potion use. If he's an HAMSTER$ then trashtalk is encouraged.

I am Spec'd for a Critical Cleric using Deistiks build and I find that I am good at both PvP and PvE. For PvP you just have to know when to dodge the dailies and in what order to to use the skills in. I can tank 3 players fairly easily to a point where they get all their dailies. Also for PvE dodging is the most important and getting a good party is always helpful when you have a good tank things are easy. And a good CW with you helping by using Sun Burst.

Ofc you'll feel weak as a cleric if you itemize and spec for PvE and go in PvP matches , do some research and stop being a sheep .

I would imagine if you are using a ton of potions on your cleric you either aren't grouped with a CW or he isn't spaming singularity.
