Does Wicked Reminder do anything once u have reached the cap of Armor Pen?
What about CW's Enfeeblement and GWF's Master Strike, does any dmg gets applied over this for a TR who has reached the armor pen cap?
I am positive i deal more dmg once i get those buffs from party members but it doesnt make sense to me, are there some other resistance mobs have other than what armor pen mitigates?

I think the easiest way is to look at WR as plain increased damage. So yeah, even if you mitigated the DR by ARP already, WR will further increase your damage.
As for those GF/CW debuffs: I'm pretty **** sure they work the same, yet I can't confirm this for sure. I just notice a quite remarkable DPS increase when Enfeeblement is on the boss/mob. Dunno bout the GF's debuff, tho.
same thing with enfeeblement in pvp, u have a wiz who throws enfeeblement on a low armor class and the guy just eats so much more dmg. there has to be some way that those mitigation skills stacks on top of each other. feels like it all multiplies-

All debuffs take targets into negative.
There seem to be two types of debuffs (-Defence and -Damage Reduce).
Both still work when target is reduced to 0 Damage Resist via Armor Penetration.
The debuffs interact interestingly (either type can be a% or b%, doesn't change the math):
(Basedamage+a%)+b%
Debuffs of the same type stack additively.
ex. -Defence:
9%(GPF) + -450 defence (= +10% damage) from GF Valiant 4pc = 19%

As far as I know, no stats in this game have caps, only soft caps. Which means you start to hit pretty heavy diminishing returns past the soft caps.
The Armor Pen 'Cap' is a common misnomer. 2220 is not really the 'cap'. 2220 equates to roughly the amount of damage resistance your average PvE mob has. Bosses generally tend to have more.
PvP is different in the sense that each class and player can have different amounts of damage resistance depending on how they gear.
Like fimconte said player debuffs will push mobs into negative resistance if you already have enough armor pen to cover their damage resistance.
I didn't see Faerie Fire on his list but I believe that pushes negative as well.
