Simple enough. The cleric armor set the grants the buff "Divine Emissary" to nearby players drops said player's gear score by 500.
It says it is supposed to grant an extra 250 defense and 250 deflection, but for some reason when the buff is active on me it DROPS my protection, and thus gear score, by 500 points. I have tested this and with out a doubt it is the armor set causing it. Other player's gear should not raise or lower my gear score. As far as I know buffs of any kind(pots, companion runes, spells, etc) that temporarily raise stats do not affect gear score either, so why does this buff do the opposite of what it claims, and affect gear score?

That would explain why I have on occasion seem my GS fluctuating while in Protectors for no apparent reason...

If you stand at the mailbox in a crowd you can see your GS going up and down. I believe it also reduces the DC's gear score by 500 as well. You can tell because when removing one of the items, you see the GS go up 500 briefly. The only reason why this is bothersome is because of the dungeons. Some of our guild players are on the edge of the GS limit and if a DC with Divine Emissary set walks by during the time I'm trying to queue, then it'll prevent us from que'ing.

What I am wondering is if this is affecting more than just the visual gear score. Is this actually acting as a debuff in combat situations? As it is if I am in a group with a DC that has that set, I will probably ask them to swap out a piece, or not play in that group.

If you look at defense and deflection, you see the values go up, but the GS go down. I think they were trying to offset GS with buff, but since Divine Emissary has 2 buffs, it removes it twice, but only adds it once when calculating GS.
