can i use maps, characters and items i made in previous quest, that are finished? and how can i attach a new quest to the old one.
example: in previous quest you found a key, but the key was not important for the current story. it should become important in the next quest.
No, you can't carry objects from one quest, or even map within a quest, to another.
Would be nice to be able to do so, but would also have players with bag/bank space clogged full of "quest items"; given the high (very, VERY high) cost of bag/bank slots in this game that is something we need to avoid.
You can "link" quests together in a Campaign.
Same with NPCs / Costumes: they don't carry over from one quest to another, you need to re-make them.
One of the more frequent requests for things to add to the foundry is a "local asset library" so that we can keep NPCs etc and use them in multiple quests.
