T2 Dungeon Queue not working properly

at 22:00 GMT+7 when the Dungeon Delve started, I queued 4times and every one of it I always end up with only 3 people in a group (including me)... pls FIX this...!!

    Yep there are people that intentionally decline the queue so noone can get in.
