Does using the foundry require that you have at least one empty character slot?

When I load up the editor and try to create a new quest, all I get is a generic male warrior standing in the middle of a tavern type setting with no tabs or options in the window. There's no interactions available what so ever. Same thing even if I delete the quest and start a new one.

What you see is what you get. You can respec him in the editor, but best not too as it sometimes creates issues.

Thanks for the response, but perhaps you could read the post? I can't do anything in the editor, no options, no tabs, nothing but the generic fighter standing in the middle of a tavern. What I'm wondering is, I have two character slots, both are used by characters. Is this the reason why I can't use the foundry, or is this just some giant bug?

No you don't need an empty character slot.
Watch the beginning of this video for what should be happening.

Ya watched it. I can load a quest but when it does I get the grey editor window, but no tabs load. Just like I said it always loads some generic tavern with the male fighter standing in the middle of the editor window. No tabs like in the video, no interaction. All I can do is click the top menu items, and of those the only ones that work are either Exit editor or Close Project. I guess the foundry is bugged for me, I guess im not shocked at that lol.

Perhaps reinstall game? Or at least check the game files? I have never heard of anyone having that problem.

I've reinstalled three times already actually trying to fix other persistent issues I've had with other things. I think I just need to give up on this game every working correctly for me.

I have graphics turned all the way down in case it was that, also running in safe mode in case it was that.
This is what I get when I try to create a new quest.

    Yup.
I think me + Neverwinter just wasn't meant to be. This isn't the only unexplainable issue I am having with the game.
