How do i get past this? seem like it is broken

I am doing the quest Death of Old Jerry: OJ saga 2

and i cannot seem to get past the portal. It keeps saying out of line sight no matter what i do

    I am having the same trouble and have given the Quest away

    Can the Devs take a look at this? it is not hard to bring the location of the portal a little bit out
