"Error: Unable to publish, sbNoPublishing is set."
So, what exactly does that mean?
Ever since I withdrew my published quest so I could at least try to fix some game breaking bugs, which don't exist in the Foundry environment by the way, I am unable to republish it. Attempting to do so I just get the above message.
It seems to imply that a flag is set, and that's why I can't publish, but how do I turn it off? I've hunted all over the foundry UI and found nothing helpful, can I even disable this flag or is it permanent? Why can't even duplicates be published without getting that same error?
I'm getting pretty frustrated and could really use some help from someone who knows exactly what is going on with this, thanks.

Can you publish another quest? Try publishing a test quest to help narrow down the issue.
Nope, I tried that a little bit ago, can't publish at all now.
Which is especially odd since I still have a published quest. I would try republishing that one, but I'm still in the process of a major edit on that one. And frankly I don't trust it now.
it's being weird, I didn't get the same error as you. but I do keep getting a (Publish Failed) error...? WTF!

Yeah, I have the same on Riddles in the Dark today when I fixed typos. It happens sometimes so you might want to dubblecheck that it did in fact, work.
Another bump. Still nothing, I've done everything I can think to do and it's been no help. Cleared out everything local, no help. Deleted some test maps and duplicate maps, no help. Even my published quest stopped working, so I went ahead and pulled it down too.
I would finish up the work I'd been putting in to improve it and republish but, well...I can't, so why bother?
Hoping for some help before the end of the weekend.

What do you mean your published quest stopped working? Did it disappear?
Nope, it was still listed and people could still accept the quest. But when they tried to go into the map they would get an error, something about the map not being able to load.
Whatever the problem is, it's something on their end. I'd highly recommend no one use the "withdraw" button to unpublish their quests, as that's likely when this issue started for me.
Got a response from CS, surprisingly quickly, of course it's a tech support checklist form letter that was absolutely zero help and my ticket was marked as solved. Yeah...so I can't actually access the Perfect World customer support page with my account to reopen the ticket, apparently a known issue for the last couple months, so I had to manually e-mail them. All of that information requiring multiple search attempts. Thanks Google, apparently you're more useful for Perfect World customer support than Perfect World's own website, they should really charge them for that.
So I guess I'll just have to wait and see if that ever goes anywhere, not gonna hold my breath.
I remain unable to make any progress in my Foundry efforts. Provisions run low and my hopes begin to diminish that I shall ever see my beloved map published again.
I shall endeavor to stave off such thoughts as they sap my will to continue in this grand pursuit. Customer support willing, the bugs will clear by morning and I will once again be able to continue my foundrineering to the utmost.

We all know that publishing is not working as of now... But THIS. I too have experienced this. Hours of test-playing in the foundry. Tweaking and testing again. Then a lot of reviewers telling me map is bugged and encounters spawn under ground. What's up with that? And why does it only happen every now and again?

I can't even get into the foundry to edit. Tells me editing not allowed. And then logs me out of the game. Least it could do is put me back to the character screen. Geez...

Another storm of bugs rolled in yesterday, this gave me hope that the bugs which have kept me trapped here in this nightmarish place would be gone along with the storm soon. But this morning, as the storm lifted, I could see that there had been no change to my situation at all.
Even the kind words of the tech support checklist once again sent to me by a second customer support representative could not assuage my profound depression, I have the distinct sense that they do not even read my correspondence before promptly marking my ticket as solved. I had previously sought aid directly from them, and now solely await a response to that last unresolved e-mail.
My hope dwindles that I shall ever overcome this sbNoPublishing, I pray for the souls of those who come upon this setting after I am long since gone.
It's sorry to hear, but perhaps you might want to remake your quest on different account?
Good god, no. Took me a few weeks to finally finish my second quest, and would likely take at least a week to copy it. With no guarantee I wouldn't just get this setting on my second account, I have to say no thanks.
In the end, if this doesn't get resolved soon I'll just quit playing. I actually enjoyed the game to a point, though it gets dry pretty quickly, it was only the foundry that kept me playing.
I have to say, I'm actually glad now for all the exploits and bugs over the past few weeks, as they made me put off spending more real money on the game. It's not as though I can't afford to waste money, but honestly, I wouldn't have wanted to support this company any more than the tiny bit I had previously at this point.
Apparently it's been a long, LONG way down since City of Heroes.
I published mine at around 10pm eastern last night. I haven't checked on live to see if it worked yet though.

I submitted my quest Sunday night. After two failed publishings, the foundry finally said it was published today. There is a submit to Cryptic button and the publish button has lit up again. However, when I search for the quest in-game, it tells me it can't be found. I've tried the name and the short code. I did get the title and pop-ups telling me it was published, but no in game mail. Anyone else not able to access a published game?

You have to search by shortcode (CAPS) in the BEST Tab.

Which is fine, maybe there's a reason for that, maybe that reason is valid, maybe it isn't. I wouldn't actually know, since no one ever contacted me.
So I'm bumping this thread, too lazy to write another pseudo mountaineering, death imminent correspondence though. I'll just say this, hey, please fix this or contact me and let me know why this setting was enabled on my account, ok?

Not to my knowledge, I've only published two.
One I removed because it wasn't working right on the live servers, and immediately after that is when I started getting this error. The other was still available to be accepted even after I started getting the sbNoPublishing message. I took it down eventually to see if that would help, it didn't, and of course I couldn't republish it either.
I can't imagine this is a case of being banned from publishing, as the way it was done doesn't make a lick of sense.
None of my quests were ever pulled down, except by me.
I never received any communication from Cryptic or PWE with a complaint about my quests, automated or otherwise.
Googling "sbNoPublishing" only shows my complaints and one other persons', who never mentions a resolution and is apparently Italian, hard to imagine only 2 people have ever been banned from publishing after that big fiasco a few weeks back.
And their customer service reps don't seem to have any idea what sbNoPublishing is, you would think they would know if that meant "banned".
And why would they ban someone JUST from publishing?
It really doesn't make any sense, I have to assume it's some kind of bizarre bug still.

Yeah, if you were the one who removed it (them) then I would assume you are right. It must be a bug. You could go make another account (easy as pie) and level up to 15 and try again :P A PITA but would be quicker than waiting I think.

I realize I could, and I appreciate the advice. But given how long it would take me to copy the one quest that I'd like to publish again, it's just not worth it. I'm not motivated to have the "world" see my wonderful quest, I just wanted to publish a fully working, or as close as I could get to that, version of it and feel "done" with it, I'd been working on that second quest for weeks. That and I would've liked to be able to get my friends to run it.
It's looking like I'll just have to end up forgetting about finishing it, and forget about this game. Go back to spending my free time on Starcraft 2's editor or burning through my pile of single player games that have been piling up.
So apparently this "sbNoPublishing is set" thing IS in fact a bug according to customer service. Their final response, after about one week of back and forth and then two more weeks of not hearing anything, so now I'm to bug report it in game, which I already did way back when 3 weeks ago, and wait to see if Cryptic ever decides to fix this bug....which only affects me apparently.
Yeah, I'm holding my breath right now.
So anyway, the final lesson here is clear. Pray you don't get the "sbNoPublishing is set" message, if you do you're not using the foundry anymore. Good luck.
ps - Yes, I know the foundry is down currently, this is a completely different issue even though there's some unintentional threadjacking in this thread.
