What are the ramifications of allowing players to do the dungeon they want, when they want, and still be awarded a DD like chest at the end?
Yes, the economic effects. However, I think, short of a wipe, the economy is too far gone in regards to certain gear saturation that such a change would not have as big an effect. To counter over farming, the chests of course could have a DR built in for their rewards per account.
On the positive side, players would not be tempted to speed run as much given that they are under no time constraints to get in as many runs as possible during a DD event. Secondly, players do not have wait around bored till the next DD event to come around because dungeons completed without one only yield the one random drop from the boss and for only one player and that is it.
If any Cryptic dev reads this, please consider this; players at end game do not have much else to keep them occupied between Dungeon Delves, unless they are into spamming some Domination PVP (Or Gauntlgyrm when it is up). Also, is it not organic of MMOs to expect a shiny chest at the end, after defeating the last boss of a dungeon? Why confine that to a 1 hour window?
In summary: Suggestion, if you can, do away with the Dungeon Delve event, each player allocated a number of DD like chest rewards per day before hitting DR. Convenience of running dungeons on the player's schedule instead of Cryptic's.

At least with the current DD event you just have to enter the dungeon to get the chest... with the Skirmish event you have to complete it while the event is active.
