The feat literally does nothing when it procs, instead of encounter cooldowns dropping down by a second they still recharge at the same speed. this is obviously not how it was intended to function, and im sure many TRs would be happy with its fix.
They used to laugh when I told them I'd be a comedian. Well they're not laughing now!
