Rank 7 Savage Enchantments Bugged Armor Pen not going to Gear Score

I added up all of my stats manually after I upgraded rank 6 radiants to rank 7 savages and my Gear score went down.
The critical strike is adding up, but the armor penetration is not.
I haven't checked with other savage enchantments yet, would someone mind?
